It is actually fine if you don't sign up, because any observations you make in Manhattan will automatically go into the right project. And any observations you make anywhere in NYC will count towards the NYC totals. It is just that if you do sign up, you will get updates and notifications about what is going on, and some of those might be helpful or interesting to you.
